Yes — CHC is mandatory for ALL pilgrims, including helicopter yatris. Even if you fly directly to Panjtarni, you must have a valid CHC issued by an SASB-authorized doctor and a valid yatra permit before boarding. No exceptions. You will not be allowed onto the helicopter without these documents.

Yes — the age limit is 13 to 70 years. A 65-year-old with a clean CHC (no heart disease, no uncontrolled hypertension, no respiratory issues) can do the Yatra by helicopter.
